Legal Question in Family Law in California

My sister does not have custody over her daughter, her ex husband and her had a nasty divorce and although my brother, sister and I stayed out of it, we cannot see my niece any more. He was letting my brother go see her but he changed his mind one day just because. Is there any way we could get the right to see her for at least an hour a month? Anything? Or do we have no rights?

No visitation rights based on these facts. There are grandparent visitation rights, but those are very limited.
