My sister (18) would like to get custody of me (14) from my mother without her consent. My mother lives in Oregon and my sister lives in California

Your sister would have to file a petition for guardianship in California. It would be helpful if you are living with sister in establishing jurisdiction in California. Sister would also need to show that custody by mother would be detrimental to you. You can obtain forms online or some bar associations and nonprofit agencies provide assistance with preparation of forms.
