my sister the maternal grandmother, her grand daughter mom and dad died, now the step sister by her father also seeking costody.

What we need to do.

If your sister wants to maintain custody of her granddaughter she should file a petition to be appointed the child's guardian. Most county bar associations or legal aid society provide advice on the filing of a guardianship petition. It is not difficult to prepare and if you are not able to pay the filing fee or the guardianship investigation fee you can apply for a waiver of fees.
