Legal Question in Family Law in California

Sister and nephew lived in California. Had open child custody case. Ex-husband would only agree to allowing them to move out of state if case was closed. Case closed and sister and nephew moved to Wisconsin. Apart of the agreement was that ex-husband would also be able to have visitations with my nephew on the summers. Four years later, my nephew's father has not had any contact with him and sister wants to open another child support case. Would she need to file in California (where all the paperwork is already) or in Wisconsin (state of current residence)? Who has jurisdiction?

Child custody and support cases are not generally closed until the child is 18 and graduates from high school, or turns 19 while still in high school. Without a better understanding of the status of the California proceeding, it is not possible to answer the question.
