My sister received a Notice of Completion of Transcripts of Appeal from her lawyers office. What exactly does this mean?

It means that one of the parties has filed a notice of appeal, and has designated a record, which may include a clerk's transcript (consisting of documents filed with the court) and may include a reporter's transcript. The notice means that the record has been completed, and usually additional payment of costs are required.
