Am I correct in that this is a CPS (Juvenile Dependency) Case? If so, what you can do depends upon the status of your sister's case (the mother) - at what stage are the proceedings? (have parental rights been terminated? is the mother still receiving reunification services?)

In any event, if you wish for your niece to be placed in your home, you will need to act quickly. Depending upon the status of the case, a family member or relative of the child has a statutory PREFERENCE as to PLACEMENT of the child. CPS must assess all relative placement requests.

Don't expect CPS to initiate placement with you; if your niece is already placed in an adoptive home then you will need to forcefully and aggressively pursue your legal options at this point.
