Sisters newborn baby

My sister had a baby and a week later she had a brain clot and was in icu the father of the baby had his mother take the baby out of texas where they are from and moved her to california.my sister is out of the hospital and is doing much better but has been asking for the baby over a year she is permantly disabled.and the grandmother will not send pictures and has changed her number the father is also in california but in and out of jail.and the grandmother is a exdrug user and stil attending aa and na classes.my sister is worried for her daughters safety.
