Legal Question in Family Law in California

My son is in El Salvador (he is a US citizen) and his mother didn't put my name on the birth certificate. I want to bring him over here because she is very negligent. My son is seven years old and has never been pushed by his mother to attend school, his teeth are rotten, and is anemic. He is highly rebellious and I fear he will join the notorious M16 Salvadorean street gang. Also, his mother and I were never married. What can I do?!
