Legal Question in Family Law in California

My son who is of unknown location right now .. has been paying child support in Stockton California. We recived a letter that he is behind payments. Since I have the ID number on the letter can I find out who this person is asking for child support? In other words is it an open records issue or will I need help getting her name, etc?

It depends. If it is a paternity action filed by the mother, in Civil Court, then you will not be allowed access to the file. Paternity files are confidential. If it is a paternity action filed by the County Support Services Department (formerly known as the DA) they will not give you information over the phone unless you are an attorney for one of the parties. You may be able to go to that courthouse, and view that file, but information in the court file in a Paternity Action is usually very limited. You may be able to find the mother's name, but not likely an address if she was not the obligor. (The parent ordered to pay child support.)
