Legal Question in Family Law in California

How can I keep my soon-to-be, ex-huband from keeping my daughter?

What can I do to get my daughter back in my custody untill final, court ordered papers are in place? I agreed to let my husband take our daughter on weekends untill final papers were applied. He now has informed me that I cannot pick her up for another two weeks. He will only agree to half and half custody, which I will not agree to. I am not recieving any child support or alamony, thus I cannot affort to hire a legal attorney. I also tried to get the police involved. The police informed me that they could not do anything until there is legal documentation that you are the primary care-giver. I am beside myself and would appriciate and advice that could benifit me.
