spousal assaualt settlement & dissolution of marriage questions

My girlfreind was assualted by her ex-husband and the assault subsequently left her scared and blinded in one eye.She wears a prosthesis so the damage to her eye can not be seen. She signed a settlement agreement that stated the husband will pay all medical expenses including cosmetic surgery, physical therapy, dermatology in connection with injuries to wifes eye arrising out of the ---- ---- city incident.They are now saying that the trauma therapy she is receiving is not covered. They are requiring her to get letters from her docters relating a face lift to her injury to her eye. She complied with these demands and they still refuse payment/reimbursement. They are acting like they don't have to abide by any of the terms of this agreement. By entering into a contract to provide medical coverage are they an insurer? If so are they acting in bad faith? are they liable in the same fashion as an admitted insurer? Is this breach of contract? Is this harressment grounds for opening up the old lawsuit? If they have breached enough area's of the agreement is it possible to get the entire settlement set asside? Help this woman and her daughter fight a very wealthy and dispicable family. it is a contract so if she feels they have not complied then she can file for breach of contract.
