can an ex spouse go back to court to get spousal support reduced?

It depends on the terms of the Marital Settlement Agreement and/or judgment. Under those documents jurisdiction to modify spousal support may be retained or waived. If retained, support can be modified. If jurisdiciton is not reserved, it cannot.
