spouse income in child support for child outside of marriage

if a child is born while one of the parents are married to someone else can the court use the income of the spouse in calculating child support,and if a divorce right before the child support hearing can the court make the parent pay at the rate as if they were married.

In your question I can't tell who is the father and who is the mother and what the relationship is between them. The income of the spouse of a parent is not used to calculate support.
