Is a Springing Power of Attorney legal when the undersigned has been diagnosed with "Mild Dementia and Alzheimer's?"

There is no way to answer your question with the limited information given. You don't even clearly indicate whether you are asking if the power is valid if the person has been diagnosed that way before signing it, or if you mean to ask whether that is sufficient to cause the power to "spring."
