can SSI benefits be turned over to a older sibling who is now guardian of her sister and brother mom in prison

I assume the SSI benefits you are referring are for the brother and sister. That being the case the SSI benefits are for the benefit of the children and should be made available to their legal guardian. If the older sibling is not the legal guardian it may not be possible to have the funds sent directly to older sibling. Contact the Social Security office and ask what has to be done to get the funds directly to the older sibling.
