New SSI Number
Is is possible to obtain a new SSI# with new name in order to hide lottery winnings for current spouse? And how would you find this out if it has happened?

It is my understanding that the federal government has made it more difficult to obtain a social security number. A birth certificate is required to get a social security number. Therefore it is unlikely that the person has obtained a new social security number.
I am not aware of any way that you could check. You should watch the person to see if they are spending more money than usual. If they are spending more money then attempt to locate the source.
