Legal Question in Family Law in California

started very long ago

my divorce was started 13 years ago how do i finish it, what are my rights to finish it in the county i live in now? What if I cant serve him. he is not coroperating thank you

After thirteen years you will have to start all over again. file a petition for dissolution in the county in which you live. Then serve him with the summons and petition. If you cannot find him after a good faith attempt then you can get a court order for service by summons.
