does the State of CA allows the borrower to remove her name from the assets liability (release of interes) prior to the divorce being final with no restrictions

If you are asking if you can take your name off a loan made during the marriage, the answer is no. Unless refinanced by the other party alone, your name remains on the loan until it is paid in full.
