In the state of Calif does the father have to be present to sign the birth certificate in order to be named as the father on the birth certificate? (The mother and father are not married and are not a couple anymore)

No. There are various other ways to get the father's name on the birth certificate. In fact if the baby has not been born yet, the mother can just say who the father is. The man can then contest it if he chooses too. The name on the certificate is not meaningful to paternity. That can only be established by unmarried parents by both signing a declaration of paternity, or by a court proceeding.
