in the state of California how old does a minor have to be to decide if they want to visit a parent or not?

Eighteen. If the other parent files a motion to modify custody, and the minor is 14 or older, the minor's wishes must be heard by the court, but the court is under no obligation to follow the minor's wishes if the court finds it is not in the "best interests of the minor child."
