In the state of California, can a quitclaim form reach a real estate asset that's overseas?

No. Real property can only be transferred by the methods and documents recognized where the property is located. Most jurisdictions allow for property transfer documents to be signed anywhere in the world. Some certification at a consulate or embassy of the country in which the property is located is usually required, but as long as the documentation is the same and processed the same way as if you were "on the ground" in the place the property is located, it will be valid. Using U.S. documents and processes for overseas property, however, or vice versa, will never be valid.
