What state do I petition for child custody

My ex-girlfriend and I had a daughter who was born in Washington state. I transfered with the military to California. Soon after arriving me and the mother broke up and she took my daughter to live in Texas. We had a verbally agreed child support plan in place but she has just told me that she needs this income documented for a home loan. In the last 6 months my daughter has lived 3 of them in California and 3 of them in Texas. My question is should I petition for custody and the child support agreement here in California or through Texas?

If the child is not located in California, California does not have jusisdiction over the custody\visitation issues.
