Out of state visitation for 3 yr old

Father has hired attorney to change visitation from court ordered no visitation to visitation.

How does visitation usually work for a 3yr old if the father lives in VA and mother lives in CA, and child has seen father 1 time in person?

If visitation is allowed, Dad's going to have to come to CA for visits until the child gets used to him. No judge is going to automatically going to allow a 3-year old to be sent off to a man that the 3-year old has seen only once. The mother should get an attorney.
