Legal Question in Family Law in California

Can my step daughter change her last name to mine? Her mom and I have lived together for over 10 years and my step daughter is 17 today. We are not married but my step-daughter wants to graduate using my last name since her father has not been in her life for over 10 years. I have no idea what to do.

First you should have her mother terminate her father's parental rightsif joint legal custody has been granted (legal custody is different from physical custody).
