step parent adoption, PLEASE help!

I have a daughter who is 7 years old,my husband of 5 years has raised her since she was 1 1/2.It is my husband's and daughter's wish to make it a 'legal' adoption.Biological father refused to sign papers at birth and left us when she was 4 months old.When the subject of adoption came up I got a hold of him and he has no problem signing over his rights.We want to proceed but the cost is alot for us right now.We have $1,200 to get it done.But most attorney's charge $2,500 or more is there a cheaper way to go about it?do I need an attorney?can I represent myself?How do I do it?

Yes, you can represent yourself. The judicial council forms are available at the courthouse as well as the on the internet. You can also get help and keep the costs down by using a paralegal assistant. We provide paralegal services to self represented parties, and our paralegals are attorney supervised for quality assurance.

Make sure that if you use a paralegal assistant, they are experienced in adoption.
