step parent adoption of 18 yr. old son

I need to know if my husband can adopt my( our) 18 yr. old son my husband is the only father he has ever known and has used my husbands name since birth , it was so costly for us that we were never able to do it we need to know would it be simpler for us to do now and do we have to locate the natural father or contact him since my son is of legal age .Would the cost of doing it this way be less expensive ? I also need to know would we be able to change his birth certificate and social security card. what ever information you able to provide me with would be wonderful.

Your husband can adopt your son, unless he is less than ten years older that your son. As I recall you have to notify the father. This is really a formality. He cannot stop your son from proceeding with the adoption. Notice can be given by publication if you cannot locate his bio father. His name can be changed on his birth certificate.
