Legal Question in Family Law in California

Do step parents have any legal rights to the children if both biological parents are alive, there is 50/50 legal and visitation to both biological parents (and no issues)? Can they sign consents, legal documents, medical papers, school papers and enrollment forms, and have access to any medical records, etc? What rights do they have? California laws.

Step parents have no rights whatsoever. Either of the parents, however, have the right to delegate a lot of things to the step parent they are married to.
