Legal Question in Family Law in California

My step-daughter just told us tonight that her mom will be here in less than 48 hours to have her move back in with her. She has been living with us for over a year but the custody paperwork was never changed. (we live in california, mother lives in washington state) Her mother was convicted on a felony drug charge last year and we are worried about what will happen to her if we let her move back there. What can we do (if anything)? Please help!
