what steps does an aunt need to take to get full custody of niece from mother? (Father is deceased and brother of aunt).

Your remedy is to file a petition to become the guardian of the minor. However, as in all custody matters you must allege that your guardianship is essential to the best interests of the minor and that the remaining parent is not a fit parent.
