what steps need to be taken to relinquish parental rights by one parent.

Unless it is part of a step-parent adoption, or the child is being made a foster child or ward of the state, it is not possible for one parent to give up parental rights to the other. That rights to parentage and support belong to the child and neither parent can give them away.
