my stepson's ex changed their daughters last name without notifing him or recieving his consent, she lives in CA and we live in WA. When my granddaughter was born she had my son's last name, we just recieved court paperwork with my granddaughter's name shhowing as her mothers surname

If your step son wants to change the last name back it would depend on if he has joint custody or not. If he does not it may be more difficult to convince the court that the last name should remain the same. Your step son would need to file a motion in court in CA to have the court examine the issue of the last name and possible get a court order to change it back to the way it was.
