Subpeona DV police report

How hard is it to subpeona a police report for a domestic violence arrest that I was not involved in? I am in a custody dispute with the arrested party who commited the domestic violence, and has allegedly done so in the past in front of the minor child the custody dispute involves. The DV charges were dropped because the victim now says it didn't happen, but he did plead guilty to a vandalism charge for damaging her apartment during the dispute. I have heard that it is very hard to get the police departments to release the reports in DV cases. This is in Escondido, CA.
