There is no fee for amended or supplimental pleadings or responsive declarations. You may also file a reply after the responsive declaration. See the local rules for the timing. If you don't have time to file and serve something before the hearing and can't simply tell the judge then be sure to bring extra copies and give it to the other side during the meet and confer in the hallway. Otherwise the court will not accept it.
