I need to switch the paternity of the father on my son't birth certificate, as well as change his name to his biological father's name. What do I do?

You can't do that without a court order. That means you are going to have to file a petition to determine parentage, commonly called a paternity action. I suggest you speak to a competent family law attorney who is familiar with California's quirky paternity laws before filing anything.
