Taking a child out of state due to the military

I am a reservist in the United States Coast Guard and I'm thinking of going active for two years. I am divorced and have full physical custody of my daughter and my ex and I share joint legal custody. He is supposed to pay on the 30th of every month and this just went into effect in August, he hasn't paid yet. In our MSA I agreed not to move out of the state of California with our daughter. He only has visitation on a 24 hour notice with my approval. He only sees her about once every two weeks for maybe a few hours. If I went active in the military and were to be stationed out of state could he stop me?
