Teenage Emancipation

My 15 1/2 year old niece would like to become emancipated from her mother. Her father has full custody of her, but a judge did order her to see her mother every other weekend. She would like to stop that. What does she need to do to begin the process?

First she would need to become financially independent, then she would file a petition with the court to allow her to become emancipated.
