Legal Question in Family Law in California

After telling my ex if he wanted to be released from his child support burden he only needed to sign over his rights and id reemburse wut he'd paid thus far if So choose to. He then responded with an amount and told me to bring the money and he'd sign the papers. Is what either of us said considered blackmail and if so who is the one blackmailing?

It's not blackmail, and it isn't even legally enforceable.
