How do I get temporary authorization to conduct a marriage ceremony?

A friend of mine has asked me to conduct her marriage ceremony. I understand (per the Nolo Press web site) that it is possible for someone to be temporarily authorized by a judge or court clerk to conduct a marriage ceremony.

Which court should I contact? Municipal or Superior? How difficult is it to get the authoriztion? Is there a fee?

Any information will be greatly appreciated!

I have never heard of such a thing but Nolo is a pretty reliable source. You probably just need to find a sympathetic judge. I would find out which judge does the ceremonies in your local courthouse and call him up and ask.
