temporary restraining order

I filed a TRO recently. Being that I don't have anyone over 18 that could serve the other person, I requested the Sheriff's Dept serve this person. Due to this person's criminial past, if they were to see a Sheriff @ the door, they probably won't answer. What will happen with the TRO I filed? I was told it wouldn't be valid due to no proof of them being served.
