Termating my ex-husbands parental rights

My ex-husband was out in jail for child abuse and spousal abuse. Right now he has no legal or physical custody of our two children. He is paying child support but not the full amount because he is getting it from SSI and they automatically take 25% and send it for support. He has not bother to try and see the children since 2005 after he got out of jail. My current husband wants to adopt them. When I asked my ex to give up his rights he refused. Is there any way I can get around this without a lawyer considering the circumstances?

You have to file a court action to terminate your ex's parental rights before the step-father can complete the adoption if your ex won't sign off.
