how can i terminate parental rights, in california,of biological mother of my guardianship child of 7years?

You can not file to terminate rights, what you should seek to do is, to seek to adopt the child. If the biological mother agrees to the adoption then it would be a matter of filing paperwork in the local probate court. If she does not then be prepared for a contested battle. If the guardianship lasted for 7 years and the mother has made no efforts to get full custody back, you have a strong argument that the child should be adopted by you.
