Legal Question in Family Law in California

How do I go about terminating a parents rights if he hasn’t ever been in the child’s life? He doesn’t pay child support and has a drug problem.

Unless someone else (not you) is willing to take over his financial obligations, whether not he has not paid in the past, by adoption you probably can't. The state is not going to let him off the hook ($) if you do or may seek gov't assisstance. You can seek a custody order restricting his parenting time.
