Termination of Guardianship

My husband signed for his father the paternal grandfather of his daughter have legal guardianship of her. This was in 1995 we just got married and had some serious financial problems which was why he signed over guardianship. His father is married to his step-mother and she is also on the guardianship papers. She has walked out of her marriage and took my husbands daughter with her to an unknown residence. We now want to terminate guardianship as we are financially able to provide her with a nuturing stable environment. The step mother has forced religious practices on his daughter and is living off state aid provided to her. I want to know if it is easy to terminate guardianship under these circumstances? What if she fights it and doesn't want us to have her? Do we have a chance?
