Legal Question in Family Law in California

termination of noncustodial paternal rights

i am trying to find out how to have my daughter's unfit father's rights terminated. he has had no contact with her in 2 1/2 years, he has never paid child support or contributed to her health or well being, he is a fellony convit and drug addict. i see plenty of reasons to ask the court to revoke his rights, based on what i've read as california statues, but i do not know how to go about it.
