Termination of Parental Rights

I have a two year old son who has not had any contact with his birth father since he was about 6 mths old. I have never received child support from him, nor do I intend to try and file for it. He has three other kids that he doesn't take care of (financially, emotionally, etc.), mine will be no different. I just don't want to take the chance that he'll show up one day to try come in and out of my son's life when he feels like it. How long must I wait to file to terminate his parental rights? How would I do it if I had no way of knowing how I could get in touch with him? Also, is this costly (due to the fact that I am a single mom with limited income)?

Normally you cannot terminate parental rights unless there is another party ready and willing to adopt the child and take responsibility for the support of the child. Your best approach is to not take any action. If he comes aroung later in the child's life you can then deal with preventing visitation.
