Legal Question in Family Law in California

Need to do something about my troublesome adult son
I have an adult son 22 who still lives with me and won't move out and won't stop getting into trouble and dragging me into it. He has a serious drug problem (heroin, pills and whatever else he can get his hands on). He sells whatever he can too and is currently in serious trouble for this. He constantly lies and I believe he believes what he is saying to be true. I want to know if it is possible to have him declared incompetent so that I can get him into rehab or some sort of mental institution where he can be helped. I have another child that is completely normal and is still in high school and I feel so bad for her because she sees this nonesence all the time and of course is dragged into his messes as well. I am desperate and need help.
