Uncontested Divorce in CA , on the stage for the Judge to finalize it.
( court have all completed papers )
It's been 9 months, clerk told me they do not know when it will be finalize caused of cut budget.
Is there any other way to make it finalize soon?
Do I have to pay to have it done?

Visit the court front office and maybe they can do something for you. Unfortunately, most courts are completely indebt right now. Probably not what you wanted to hear
NO you do not have to pay extra to get your case processed. In fact that would be criminal bribery if you did.
There is no way that San Mateo County is so backed up that an uncontested divorce with complete paperwork and no mistakes or other issues would be taking over 9 months to process. Something else is wrong. It's not lack of staff or budget issues.
You need to go to the Family Law Self-Help Center/Facilitator's Office nearest you, bring EVERYTHING you have filed with the court, and ask them for help figuring out what has gone wrong.
