Legal Question in Family Law in California

Unfit Parent

My husband's 18 year old cousin has a 2 year old son. She lives with her 81 year old grandparents. Her grandmother has alzheimers. Her grandfather won't kick her out because he is worried about her son. She does drugs, has no job, etc....yesterday her car was impounded by the police, her grandfather refused to let her use his. (he paid for hers in the first place anyway) and she hit him, hit her grandmother and trashed a china closet and it's contents. The police were called, but he refused to press charges. My husband's father and uncles are meeting with the grandfather to figure out what to do. Is there any way for the family (with the grandfathers agreement) to seek to gain at least temporary custody of the baby? She often leaves for several days at a time and leaves the baby with the grandparents. We are worried she may seriously hurt someone next time.

Give the grandfather a choice either he takes the appropriate action, or you will petition to have a conservator appointed for him. A report to adult protective services will take action to keep the girl out of grandfather's house.
