Union Retirement Fund

My ex-husband and I divorced back in 2003 and he has a $36,000 Union Trust Fund. When we divorced I was awarded half of that pension plan and now he is offering me $10,000 cash from that pension to drop the child support case that I have against him with a $63,000 balance due on this case. Does he have all the rights to remove this pension plan and take half of that money that is due to me? I have not done a Qdro and submitted it to the union, therefore I do not know what my rights are. I know that we filed for divorce and half of that pension plan belongs to me.

was the plan administrator joined to the case? if not he might get away with the money.
