Legal Question in Family Law in California

Under the 97 divorce decree my husband was ordered to set up college accts. He has been the sole custodian and the only person that funded the acct. Is there a Ca Law that says his x-wife and he have to be joint. My broker in Ca states that only one custodian is allowed. Which is the case?
